What Happens After You Get Your Admission Letter?

You have received your Zulassungsbescheid (admission letter). Congratulations. But getting admitted is not the same as being enrolled. You still need to complete several administrative steps before you can officially start classes.

The enrollment process has two phases:

Missing enrollment deadlines means losing your admission. Treat these dates as seriously as the original application deadline.

Step 1:

Accept Your Offer

Log into the university's online portal and formally accept the admission offer. Most universities set a 2-4 week deadline after issuing the letter. If you miss this deadline, your spot goes to the next candidate.

Before accepting, you must usually prove you have health insurance. Public health insurance (~EUR 120/month from TK, AOK, or Barmer) is required. The insurance provider sends a confirmation directly to the university. Read more in our health insurance guide.

Step 2:

Pay the Semester Contribution

The semester contribution (Semesterbeitrag) is NOT tuition. It covers:

Pay via international bank transfer using the details in your enrollment letter. Keep the payment receipt as proof. Some universities accept credit card payments through their portal.

Important: The semester contribution is due before a specific deadline (usually 4-6 weeks before the semester starts). Late payment can result in automatic de-registration.

Step 3:

Step 4:

Receive Your Enrollment Certificate

After your documents are verified, the university issues your enrollment certificate (Immatrikulationsbescheinigung). This includes:

  • Student ID number (Matrikelnummer)
  • Enrollment confirmation for visa/embassy purposes
  • Study start date and program details
  • Student email account access

Download this certificate immediately. You will need it for your visa application, blocked account activation, and city registration.

Step 5:

Prepare for Arrival in Germany

Before flying, complete these tasks:

  1. Set up your blocked account with EUR 11,904 if not done already. See our blocked account service.
  2. Book temporary accommodation for your first 1-2 weeks. Apply for university dormitories through the Studierendenwerk.
  3. Apply for your student visa with the enrollment certificate, blocked account confirmation, and other documents. See our student visa guide.
  4. Get travel insurance covering the period from arrival until your German health insurance activates.
  5. Bring original documents (degree certificates, transcripts, APS certificate) for in-person enrollment.

Step 6:

Complete In-Person Enrollment

After arriving in Germany, complete these steps within the first 2 weeks:

City Registration (Anmeldung)

Register your address at the local Burgeramt within 14 days of arrival. You need:

  • Passport with visa
  • Rental agreement or landlord confirmation (Wohnungsgeberbestatigung)
  • The registration form (Anmeldeformular)

You receive the Anmeldebescheinigung, which you need for your bank account, residence permit, and university enrollment.

Finalize University Enrollment

Visit the student office (Studierendensekretariat) with:

  • Original degree certificates and transcripts
  • Passport with visa
  • Health insurance confirmation
  • Enrollment certificate (printed)
  • Semester fee payment receipt

The office verifies your originals, completes your registration, and issues your student ID card. Some universities do this during orientation week.

Activate Your Blocked Account

Apply for Residence Permit

Visit the Auslanderbehorde (Foreigners Office) to convert your visa to a residence permit. Bring your passport, enrollment certificate, health insurance, blocked account confirmation, and Anmeldebescheinigung. Book this appointment as early as possible, as wait times can be 4-8 weeks in larger cities.

What is the semester contribution, and is it the same as tuition?

No. The semester contribution (Semesterbeitrag) is EUR 150-400 per semester and covers student services (Mensa, counseling, transport ticket, student union). Tuition at public universities is free for all nationalities (except Baden-Wurttemberg: EUR 1,500/semester for non-EU). You pay the semester contribution every semester to stay enrolled.

When should I arrive in Germany before classes start?
