You need APS verification (India, China, Vietnam, Pakistan), recognized school and degree certificates, language test scores (IELTS, TOEFL, or Goethe), CV, motivation letter, and recommendations. Deadlines: 15 July for winter semester, 15 January for summer semester.

Are German universities really tuition-free?

Yes for most public universities. Consecutive Bachelor's and Master's programmes are tuition-free in 14 of the 16 states, including for non-EU students. There are two exceptions: Baden-Württemberg charges non-EU students €1,500 per semester, and Bavaria has allowed its public universities to set their own non-EU fees since the 2024/25 winter semester (TU Munich, for example, charges €4,000 to €6,000 per semester for Master's). Continuing-education and executive Master's programmes can also charge fees in any state. Every student pays a semester contribution of €150 to €350 covering admin and a public transport pass, and private universities charge €10,000 to €30,000 per year.
