Tuition fees may apply for non-EU students

Bavaria has allowed its public universities to charge non-EU and non-EEA students tuition since the 2024/25 winter semester, and each one decides whether to charge and sets its own amount (for example, TU Munich charges 4,000 to 6,000 EUR per semester for Master's). Private universities set their own fees too. Check University of Passau's fee page for its current policy. You also pay a semester contribution (Semesterbeitrag) of roughly 100 to 400 EUR, set by each university, which often includes a public transport pass.
