Master's in Germany, the short answer
Germany has thousands of degree programmes across hundreds of state-recognized higher-education institutions. Roughly 2,000 to 2,500 are fully English-taught Master's degrees, with the majority in engineering, computer science, business, natural sciences, and social sciences. Yes, for most public universities. Nearly all federal states charge zero tuition for Master's degrees, including for non-EU students. The only exception is Baden-Württemberg, which charges non-EU students 1,500 EUR per semester. All students pay a semester contribution of 150 to 350 EUR. Private university programmes cost 10,000 to 30,000 EUR per year.
Students from India, China, Vietnam, and Pakistan must complete APS (Akademische Prüfstelle) verification before applying. APS checks academic documents and issues a certificate required by most universities. The process takes 4 to 12 weeks depending on country and document completeness.
